What "no" actually looks like

Not every board needs replacing. A newer board with safety switches on every circuit, visible spare ways and no history of nuisance tripping is usually fine as-is, even if it's a decade or two old.

What tips the answer to "yes" is usually a combination: ceramic fuses plus a new EV or induction load, or a full board with no room for the renovation you're planning. A photo of the open board is normally enough for a first opinion — you don't need to guess.
